Insufficient input credits are the industry's chronic tax problem: labour, sand and gravel and small purchases often come without a special invoice, so the effective rate far exceeds the nominal 9%. Whether to use the general or simplified method therefore depends on how many credits you can collect. This tool does arithmetic only and is not tax advice — filing follows the local tax authority.

Formula

Net amountgross ÷ (1 + rate)
Output taxgross − net
VAT payableoutput − input credit
Surchargespayable × surcharge rate
Total taxpayable + surcharges
Effective ratetotal tax ÷ net
One million gross at 9% with 50,000 of credits: 917431 net, 82569 output tax, 32569 payable, 3908 surcharges — 36477 in total, an effective rate of 3.98%.

How to work it out

  1. Separate tax-inclusive from tax-exclusive amounts first. Contract values and invoices are usually inclusive, while cost analysis needs exclusive figures — a 9% gap under the general method.
  2. Exclusive amount N = inclusive ÷ (1 + rate). One million inclusive at 9% gives 1,000,000 ÷ 1.09 = 917,400.
  3. Output VAT O = inclusive − N = 82,600. That is what is declared on the invoice.
  4. VAT payable V = output tax − deductible input tax. Input tax comes from properly issued special invoices on materials, subcontracts and plant hire. On one million inclusive with 50,000 input, the payable is 32,600.
  5. Surcharges S = V × surcharge rate. Urban maintenance tax 7% in city districts, education surcharge 3%, local education surcharge 2% — 12% in total.
  6. Effective burden = (VAT payable + surcharges) ÷ exclusive revenue. For construction, 2-4% is normal; markedly lower invites scrutiny.

Where it goes wrong

Material and cost

Construction services VAT: 9% under the general method, 3% simplified (labour-only, client-supplied materials, projects predating 30 April 2016). Surcharges total 12% of VAT payable on the city-district basis. Corporate income tax at 25%, with relief for small low-profit enterprises, sits outside this tool.

FAQ

Why is the effective rate 4% when the nominal rate is 9%?
Because VAT taxes value added, not turnover — output tax less input credits is what you pay, and materials, plant and subcontracts all generate credits. The effective rate tracks how many invoices you collect: 80% coverage gives 2-4%, 40% gives over 6%. That is why paperwork is the heart of construction tax management.
What are surcharges based on?
On the VAT actually paid, not on revenue: 7% urban construction tax in city areas, 3% education surcharge and 2% local education surcharge — 12% in total. If a credit balance means no VAT is payable, there are no surcharges either. Small-scale taxpayers get a 50% reduction in many places, so check local policy.
When is the simplified method cheaper?
When credits cover less than about 30% of costs. Simplified charges 3% on the full amount with no credits; general charges 9% but allows them. Setting p as credits over output tax, 3% = 9% × (1 − p) gives p = 67% — so once credits fall below two thirds of output, simplified wins. Labour-only and client-supplied-material jobs usually qualify.
